I have the honour to state, in reply, that the question of the closing of the six provinces of Kiangsi, Kuangtung, Kueichow, Kiangsu, Shensi, and Yunnan to the import of Indian opium has already been referred to His Majesty's Government for their decision, and on receipt of their instructions 1 shall not fail to communicate with your Excellency. In the event of this decision being favourable to the closing of the six provinces, I shall at once proceed to arrange with you the date on which these provinces may be closed to the entry of Indian opium in accordance with article 3 of "The Opium Agreement, 1911."

I regret that I am not in a position at present to furnish you with a copy of the reports for which you have asked.
